I no longer have that save game - I have been restarting a lot to figure things out. I am guessing that I hit one of the magic Microsoft key combinations and that when I changed things back, it undid it. I cannot duplicate it.
I believe I changed the number of units from normal to +50%.
The stack of leaders in Washington, DC would switch to a different unit each click, without selecting it. Some of them were active. These could not be dragged to a new location. I can try again, if it would help.

Getting supply wagons up there might be a bit of a trick. Is the river wide enough for ocean going transports? I know they can be used to create depots. The key seems to find a routine and follow it. Learn to look at things in a particular order and do it that way unless you need to react. Time is paused during the turn, so there is no hurry.
