I suppose an admiral with fort runner and evade orders would be the best you could do. This is as it should be though, monitors are shore huggers and there to pound forts and protect your shores. Use seaworthy vessels for big movements around the continent.

I've looked in April and they aren't in the roster, let alone in DC. Just how many starting generals in DC are there? I get none. Are you playing with the latest patches?

Also, I bought through Matrix download, if that makes a difference in comparisons.

Anyone else have this issue?

Caesar, if those generals aren't locked you can make divisional commanders out of them with a button in the 'tent' special menu.
