The Russian hussars have a cohesion level of 600 which I am sure is a typo in the coding.

The units on the map look OK but the builds are set at 600 in cohesion.

I believe that you are referring on ships in boxes, right? Depends on the game settings. There is a way in the options to have automatic supply to vessels in boxes.
