I've used it when I already have a single militia auto-garrison seiged. I've ordered it to destroy the depot that spawned the militia on the first turn of the siege. On the second turn, I ordered it to surrender. The surrender cost me around 5VP and no NM, whereas I assume it is usually about ~25VP ...

There's actually a very elegant solution to this already in the game. When your units are besieged, you can issue a special order to them to surrender. If you do this, the NM and VP point loss is far less. I recall that for militia, it works out to 1VP lost and 0NM.

I think the escape attempts explain why the Land Mine card failed. I suspect that at the beginning of the turn, Athena ordered her forces out of the town. I had an interesting experience recently in a game. Beauregard was killed in the very first attack on Fort Sumter. He reappeared in Mananas to lead the Army of the Potomac as normal. Seeing an enemy risen from the dead is a good reason for the Northern soldiers to turn and run!
