They are not required, but provide helpful bonuses as stated in the tooltips on the unit's card. Generally, these bonuses are most important in your largest and more important stacks.

All that needs be done is take the code from one of the many traits which effects the whole stack, like Cavalryman, and apply it to Charismatic and/or Good Camp Administrator.

Which traits could be stacked? 2 Charismatics? That actually sounds cool, but would be an infrequent occurrence.

A blockade of the city directly with a fleet has always worked for me and my opponents. Capturing the forts east and south of city does not blockade the port for you, although doing so can be a great way to rank up Hooker, and provide a strong base for your blockade fleet.

My understanding has always been it is equal to the stacks power. Raiders power is treated as double.

Stance does not matter, evade combat does not matter.

From experience repairing rail is different, my guess is the power of the stack is treated as double, but I'm not 100% sure.

I would not follow the advice of the first poster. As the USA you should build every non iron work non powder mill which becomes available in 61. Iron works are pretty much never worth it, for the North or South. Forget building transports for the box as the Union, it's a waste of resources you need...
