Early in 1806 as France I have the option to dissolve the HRE. For 3 rounds now I choose this option - got a stamp on the decision - but nothing happens. As far as I see all conditions are met. Can someone tell me why?

Playing Central Powers I encircled big parts of the russian army in 1915. Now I waites serveral rounds, maybe 3-4, but the russian stacks didn't get unsupplied. Easy Supply is turned off. Can somebody tell me what went wrong?
