Sorry, what I have to say is no help with PON doom stacks. But, in the more current Ageod games, a high traffic penalty is said to limit Athena's use of monster stacks.

The Never Ending Story

Finished a game as the king against Athena by taking all the objective cities, but the victory screen never came up. I ran several turns past to make sure, but the game just kept on going.

Playing with 1.03.

Well I feel dumb. I just discovered that you can combine the same type of units if they are from the same area. So, I've been blending units like mad in an attempt to wipe out a sea of red elements and create an army that's more then a hollow shell. Perhaps this will also help reduce major NM loses ...

I'm pretty sure that a power mill, arms manufacture, textile industry, and arsenal all produce 1 WS each, except for London which produces more.
