AI Fort Upgrades

In my 1850 game playing with the latest patch (as Japan) I've noticed that by 1866 all of the forts around the world are still pre-industrial. Is this a bug? Intentional? Or does Fog of War not reveal fort level?

Will there be an intervention percentage like in ACW II where the U.S. And/or some other countries will join the war after a threshold is reached?

Also has it beened determined what the playable factions for the grand-campaign will be?
