A work around might be to just delete the program, reload it from Steam and then go immediately into the Campaign game.

Expeditionary forces granted to you are movable, so if you are trying to move swiss units that are fixed, it may be that the expeditionary force is elsewhere. It's been a while since I sent one in, but as I recall, I took the log files and copied them into the saved game directory, then zipped the directory with winzip and uploaded that zip file. I think it uploads files fine that have the zip extension.
