Any reason all of the proposed ratings are fixed on the "2" for attack for JJ? Wouldn't something along the lines of 4-1-5 or 4-1-6 work better to reflect his defensive nature as well as to encourage the player to use him in such a manner? I think the scope of this game has to be considered when talking about this issue. We are not talking about a subordinate general making a tactical decision on his own during a battle that contradicts the Army commander. This is not Sickles moving his Corps forward at Gettysburg or even AP Hill/Heth...

In the command structure, divisions must always be part of a corps and are therefore subject to the corps commander's activation. Divisions outside a corps are independent. I would say the penalty of an activated Corps Commander and a non activated Army commnder is a reduced chance of being reinforced from the Army, and most certainly from other Corps in the area. If he goes alone, he gets less help. That is a penalty. A Corps should not be penalized for execution of ...
