Looks like the general with higher seniority can not be unde command of the general of lower seniority. Am I right?

How the engineers and tanks work? Do they have to be in the division or it is possible to have them in stack?

I don't have the same feeling. There are too ways of running to extremes: too much history and too less gameplay and vice versa. So, keep in mind: this is a game, not a antiqiuty simulator
