IWs pay for themselves. You get an event where the Union sells excess war supply for 50 cash. The more IWs you have, the more often the event triggers. The USA should build every Ocean Transport ship and place them in the Shipping Lanes where they will operate as a merchant ship. I build every Iron Works. The CSA has few good options. Building blockade runners does not pay off. They eventually get damaged and fixing them costs what they brought in....

I finally found a save game with regions that had a group of buildings blacked out. Apparently, no commerce buildings were available. I'm still looking for buildings with a hyphen through them. It may be that something required is lacking for their construction to be possible.

Yes, you are much better off forming Divisions. Yes, you can have a few Divisions under Hooker's more senior command, but you will most likely have a Command Point penalty. No, you should always use Divisions to gain more power. Good Luck!

Controlling a Province allows you to build Provincial Units and some of these are quite good. Provinces create less Decadence than a group of regions, which is very good. A Red dot indicates units present in a city that are besieged or out of supply. A Green dot indicates units are present and supplied. A Blue dot indicates that naval units are present in a harbor. I couldn't find any Amber dots.
