If the event fired and Lisbon was not taken, but there is no bug in the event code, then is a bug in the engine? If it starts crashing again like that try turning off "Initialize All Textures". That fixed it for me though it will cause slow scrolling of the map at the start, scroll around for a few seconds and then the map scrolling will be back to normal.
