it is overlook in manual, it is writen there 2 units, which in previous games did have 4 elements each, but in this game it have only 2 elemetns, so actual number is double.

Try using maths to answer who had a qualitive advantge in a battle or campaign, easier to argue about then. math, math,math....hmmm..how can you use it for anything so compes like battle ? if by math you meaned sheer numbers of troops, weapons, etc, it isnt that simple, you need to consider terrain...

of course pocus, lest start with smaller games in scope for new engine,so it is properly tested before moving to big things, and i think many pon fans dont care if pon 2 will be 3rd or 7th game of new engine, but they all hope it will come.

you have right, i never experienced blocking of crosing by river gunboats, and if they lack this ability, it is bug, and yes, i experienced river crosing by ship, but it was blocing by big sea ships, and they blocked crosing of suez canal by my land units. and when thinking about it, if they lack it...

well, speaking directly in game terms, all you need to build dreadnghouts is shipyard (on map facility) + some extra naval build capacity. Turkey do have shipyard at izmail, but lack that extra nb, while constaninople naval base nicely provide needed exra naval capacity it simply lack needed shipyar...

Yes, i know that this game is "short term" game meaning that any naval buildup (except relative fast build of subs) will have limited effect in game, and building any surface ship after 1916 is efectively just wasting of resources, but why not to allow player to build dreadnghouts for turk...
