@BigDuke66, I think that if you, Orso, and I had our way we might spend half our turns managing fodder and cotton. :) You are right about the Union not being able to impact cotton, but the CS doesn't make much from it. Unless they made a ton more, sailing a force down to Texas might lose you more in...

So what I am thinking is 1. The Export Cotton Event, should continue firing regardless of how much cotton has already been exported. Why? If the highest seniority general is also in command of a division, he will only give the unit commander bonus, (3% per OFF/DEF) not stack leader bonus (5% per OFF/DEF). It should be an easy fix. There probably are some other RGD's that could use that fix too. I think I recall some previous complaints about not being able to stop the 'sneak in blockade runner' RGD. Forgive my ignorance here, but whats the deal with Matagorda being the sole region for the sale of CSA...

I'd recommend turning your naval boxes handling option to 'manual'. At 'fully automated' their effectiveness is reduced by 75%.

Just check your blockade flotillas supply levels every few months, send a pair of transports out to resupply them as needed.

But.. Back to the game..

It shouldn't matter if the artillery is in or outside a city. As long as the unit has a range of at least 4 and is entrenched to at least level 3 it should work.
