Bargus is correct about the UK not surrendering due to Rebel Alignment if AI, so he's correct you can continue along without worry of it breaking game.
Can you post the save (if you have the turn where this occurred it would be most helpful)? This is odd, the fleet should not have moved as you state. I may be able to write a small script to correct the issue for you if need be as well.
Artillery helps a lot. The Serbs barely have any so the firepower advantage is greatly enhanced with a few pieces of Medium or Heavy artillery. That, and keeping up the pressure, should do the trick, the Serbs don't have the staying power to hold off the CP once they begin coordinating their forces....
I loaded this file, and while the test.ord file you included does not show an inscription, if I load either side up and save the orders generate properly and the inscription shows properly if I reload. I've attached a screenshot of what the save file looks like after both orders have been generated....
Can you post the save? I'd like to see if I can replicate it. I don't have the expansion installed and do not suffer the same error, I'd like to see if it happens on your save. I may be able to track down the exact issue in the log if it does.
Out of curiosity, are you playing a game which was started prior to the latest QuickFix, then patched, then started experiencing the issue? There was a patch file somewhere here on the boards to remove the National Morale balancing scripts, looking over the game files it doesn't appear to be excluding properly in PBEM with base files, I'll add that to the Patch Fix files being released this weekend.
